Educational Program: Reporting on Global Trade: Transparency, Subsidies, and WTO Reform

The Association of Foreign Press Correspondents in the USA (AFPC-USA), in partnership with the Hinrich Foundation, will host a virtual educational discussion with María L. Pagán examining transparency in global trade and its significance for journalists covering international economic policy.

Drawing on her research published by the Hinrich Foundation, María will discuss the relationship between transparency and efforts to reform the global trading system, with particular attention to industrial subsidies and gaps in government reporting. The program will offer international correspondents an opportunity to explore how access to reliable information shapes their understanding of trade policies and their ability to explain complex developments to audiences in their home countries.

The discussion will connect these questions to journalists’ work: scrutinizing government statements, recognizing information gaps, and asking informed questions about trade policy and international cooperation.

Through this program, participating journalists will be better equipped to:

  • Explain what transparency means in global trade and why it matters.

  • Understand the relationship between transparency and debates over reforming the World Trade Organization.

  • Recognize how incomplete government reporting, particularly on subsidies, complicates assessments of international competition.

María L. Pagán

María L. Pagán is Senior Research Fellow at the Hinrich Foundation, former Deputy U.S. Trade Representative, and former U.S. Ambassador to the World Trade Organization. An attorney with extensive experience in international trade, she also served as Deputy General Counsel at the Office of the U.S. Trade Representative, working on trade negotiations, agreements, regulations, and WTO disputes.
